According to Loudoun County Sheriff's Office, the victim was skateboarding on April 20 in the area of Sugarland Run Road and Sugarland Square Court. Two men, one identified as Anthony D. Sheppard, were in a vehicle when they cut the victim off, causing him to fall.

Two Loudoun County teenagers have been served detention orders on firearm-related charges, and one of the teens stole a gun from a family member and allowed his 15-year-old to take possession of the weapon.
